The Toolbar "IEoptions > Toggle CSS" function disables CSS in Internet Explorer until the function is reactivated. Some people may inadvertently activate this function or forget to reactivate CSS before closing IE. This will have the effect that IE will render all web pages without CSS, and it will also modify the display of other windows dialogs (exampe: add/remove programs) that use CSS for styling content.
This issue can be resolved by reactivating the function "IEoptions > Toggle CSS" which turns styles off in IE until reactivated . (Note: the 'CSS > turn off styles' function disables CSS on the current page only).
The Fix To fix it open IE (have only one browser window open) and activate the Toolbar "IEoptions > Toggle CSS" function, close IE and then reopen.
If the fix don't work... If this does solve the problem you will need to edit the 'accessibility_toolbar.ini' file. This file should be located in the 'program files/accessibility toolbar/' folder. Steps to follow:
